Do the TV license office have any legal right to contact me?

I do not own a TV nor do I plan to any time in the future, I replied to one letter from the TV licence office to this effect about a year ago, and signed it. Today I received another letter about the same, asking me to contact them. I tried by phone twice and got no-where, I have since e-mailed them to the following…
