Don't know if there are any compatibility issues with Windows 8, but if you install Oracle Client, you will get SQL*Plus with it.

Oracle client can be downloaded from the Oracle website. Last time I checked, it was on a companion disk (as opposed to the full Oracle DBMS install disks).
