Aer Lingus - 2nd Checked Bag question

I want to book a flight from Dublin to the US. I want to pay the 75 euro to check a second bag, but the online booking system won't let me. Why would this be the case? I can only check in one free checked bag.

One issue that may be relevant is that I am transferring to a second flight with one of Aer Lingus' partner airlines in the US. Would I have to pay for checked baggage again?
