Ferry crews

I was recently taking a trip to an island(off Ireland) when i noticed a man and his partner on the top deck about to open a rope which was blocking access to a stairway/ladder, just then one of the crew shouted from the pier something along the lines of "excuse me, that ladder is for crew only" upon hearing this the man shrugged a bit and made his way back from the ladder i could see from where i was standing that he was heading for a dead end.

When he realised this, he turned around obviously more irritated then gestured for the girlfriend to go down the crew stairs/ladder she was halfway down and he was on his way when the crew noticed and shouted again that that was for crew only and to make his way around to the proper stairs he shrugged again, made the girfriend go down and shouted something back at the crew while proceeding to jump the last few steps.

Now i know that was a long read but i was wondering does anyone know if these crews have any authority really? This man blatantly went against what the crew said and there was nothing done about it. Not really important just something that stayed with me from the trip, Other than that incident the crew were very competent and helpful.

I'm not sure what you're asking here. Yes, the crew are entitled to enforce company policy up to a point, but after that they don't have authority to arrest the individual concerned for non compliance - that's a matter for the Gardai.

I know it wasn't really a proper question, i just got it in my head about this man and then what could the crew do if they thought he was being a danger to himself or the rest of the passengers.
