Development Aid = Aid spent improving agriculture, healthcare, education, etc.

Bilateral Aid = Aid given from one country to another.

Multilateral Aid - Aid given through international agencies, e.g. the UN.

Tied Aid = Aid given by a country in return for something from the country they are giving aid to. For example Ireland giving aid to pakistan and them giving us cheaper oil or something

So does anyone know what Bilateral Aid is spent on?

And does Development aid come from countries too, or is it like NGO's?

Bilateral is aid given from one country to another, so it could be food, water etc. It's similar to emergency aid except a natural disaster hasn't occured ;P
