    Has anyone some good recommendations? Basically looking for a CMS (open source or commercial except for sharepoint)
    needs to fulfill the following criteria
    Content can be delivered to users both globally and individually
    Secuity levels to view certain restricted content
    Possible AD integration
    Ability for surveys/polls
    web based chat
    News
    only for about 250 users, any suggestions?

    not too sure about active directory integration (actually I doubt it), but wouldnt wordpress fulfill most of your needs?

    Alfresco community / cloud / enterprise would cater for most of your requirements, I think that the polls are available as a free add-on.

    The community (for cheap gits like myself) version is a bit tricky to get configured.

    We used to use Vignette with LDAP to interface to AD
