Tinker Tipping

    There is a few members of the travelling community after parking their caravans down the road from my house.I put out my recycling bin earlier and came home to find they had put 3 bags of their rubbish piled on top of the bin. Obviously the bin company won't take them so do i a) report them somewhere or b)wait untill darkness and dump the rubbish all over the front step of their "houses"?

    Any other suggestions let me know.

    If they are the lads on the Rockshire Road, I'd steer well clear. Get a lock for your bin and move on. Unfortunate but you don't want to bring those 'people' on you

    Ah option b wont work for you at all, they are at home all day with nothing to do and your not so your just not gonna win there.

    Phone the council, explain your case and they should move them to a halting site.

    The bin was closed it was all piled on top.Which means im stuck with their rubbish until next week?

    This is a genuine question but how do you know who put the rubbish with your recycling?

    Apparently they are being moved on in next day or so and its being blocked off so they can't park their again so no point doing anything because they will just dump it again when they leave.I love how if any normal member of society acted like that we would be fined straight away but they are just told to move on.

    Other then travelers being near by I also don't see how you can say 100% that it was a member of the traveler community that filled your bins.

    Just as easily could have been anyone else or students for example, I've seen this happen even in the place I live where a chap for a few weeks in a row drove up to a neighbor and topped up their bin with his rubbish before it was collected.

    He didn't know the people and the chap wasn't a traveler.

    If that was the case then your correct course of action would be to call the litter warden about the matter and get them to collect the rubbish.

    If you dump the rubbish elsewhere you are only further littering the area (as dogs, cats may likely open the bags) and you are only delaying the litter warden clearing it up later.

    It's really not an area where students are and they were seen doing it.There are alot of houses around here,its a busy road and it was done in broad daylight.Somebody was going to see them they just obviously don't care.

    Well they are being moved on so no matter what i do nothing will happen to them anyway.Hopefully they will stay away this time.People cant even walk their dogs past where they are parked without being harassed and asked for "a loan of a euro"

    I've friends living in the newer estates down from the golf course and the caravans have really affected people using the road - even walking kids to school, there's hassle.

    There's also a dog yapping a lot from the caravans, but the wardens (Waterford or Kilkenny) won't go near them.

    I'd love to know which council has taken responsibility (this time!) to block off the lay by. And if they'll be moved on entirely from the area.

    so presuming it hasn't happened before. the knackers land at the same time as the rubbish. pretty conclusive. unless some devious students were storing rubbish just waiting for the knackers to arrive

    Are they getting moved and the layby blocked for definite? I live In the estate they ruined for 8 months and can't wait till there gone outta our sight. Maybe somewhere like north Korea would be good to send them

    I personally think you should report it to the guards this way the call will be logged and traveller related will be logged and hopefully turn into a statistic to beat them with. if you dont report it then they wont know of any problem, I would also contact your local counsillor, these incidents have to be reported. and like the other poster said lock your bin.

    I was in Tesco Ballybeg Petrol Station and i was walking into the Kiosk and 2 Traveller kids run out with arms full of pringles I asked the girl if she was okay and she was like dont worry they are always here i told them they were barred and they said are we okay and pulled all the goods down off the shelf and took some with them, I asked if she would report them and she said no point.

    They get away with far too much. Im alarmed at learning how much they get away with and what they get upto.

    Thats what i was told.Time will tell if it happens.I know people saying put a lock on the bin but as i said earlier the bin was closed and the bag were piled on top so a lock wouldn't have made a difference

    The last time the caravans were moved from the entrance to the estate that was never built, on the top of the Rockshire Rd. the KK council had a guy taking photos of the rubbish that was left behind.

    The bags were rearranged 10 times in the days leading to the departure so it was obvious where the rubbish was going to be left.

    Next time they were moved there were 3 bags dumped between the new Newrath roundabout and the roundabout at the red bridge one Sunday morning. By Monday evening the same council guy was out taking photos, the bags were removed later that evening. So something is being done, just very little. It could be worth ringing KK area office in Ferrybank (if that's the area you had the issue.)

    OP, I think the issue you may have is that they dumped on your property as opposed to council property .

    Call the Guards. I know no one likes to do it but a stand has to be taken against these people and if people report illegal activity and are willing to make a statement then the Guards have to take action.

    I don't believe it technically comes under the remit of the Gardai though, its an environmental issue so it would be under the remit of the the council litter warden and perhaps depending on what is being dumped the EPA.

    What ever about Cabaal's earlier point re dumping not under the Garda remit (I'm not sure one way or the other to be honest), this is trespass and certainly under Garda remit if reported

    I pretty sure travellers are allowed to dump their rubbish anywhere they like, do what ever they want and intimidate people/areas as they please, sure its part of their culture and not to let them do it would be discrimination or at least the gardai seem to think its ok for them to do it anyway.

    The Guards dont really care to be honest, they dont want to get involved and if they can avoid them they will. Maybe its time the general public went to the european courts about the impact of their behaviour in general on local life, said it before and ill say it again get your mobile phones out and record their activiteis and put it up on youtube and title it travellers in Wateford a way of life and shame the council into doing something. its kinda out of sight out of mind thing i think,

    Thats great, at least your not out of pocket for the disposal of the rubbish, hopefully there's some evidence of who dumped the rubbish in the bags.

    Was it the guy in the new offices beside the library that helped you?

    No i had to ring the kilkenny council because we are just outside the Waterford boundary,they did say they aren't sure when they can get down to collect it though so im hoping its not going to end up being there for weeks.

    would you put rubbish in the boot of your 131 kk audi to bring somewhere for disposal? no not me either i'd definitely look for the nearest wheely bin and leave it there...job done!

    Regardless of what anyone may have seen you are taking the wrong approach here.

    What you should do is to make sure that you leave out an empty bin so that these unfortunate and underprivileged individuals don’t have to pile their rubbish on top of your bin. You could also leave out some sandwiches and a couple of unopened bottles of vodka. Even if you were to see it with your own eyes you are not allowed to say that members of the travelling community piled rubbish on top of your bin and under no circumstances should you refer to them as ‘tinkers’.

    Forget about reporting the incident because you could be in trouble for being unkind to a minority and besides the litter warden will tell you that you are ultimately responsible for rubbish that other people may have dumped on your patch. As for waiting for darkness and dumping the rubbish all over the front step of their "houses" – you will be sent on a FAS course or sent out to clean up graffiti if you are caught.

    Back in the dark days before Ireland became ‘enlightened’ there was a farmer living on an approach road to a large town and he had similar trouble to what you have described. One morning he drove his tractor down the road with his slurry pump turned on. His problem disappeared.

    Of course I'd encourage anyone to report to the gardai, where appropriate, but unfortunately the gardai want nothing to do with these types of travellers and I can tell you that from personal experience after what went on when they used their caravans and vehicles to block the entrance into Abbeylands Business Park.

    So no sign of the litter warden today so i rang them back.I was told it would be 4 or 5 days before they could come down so i've had to clean it up and get rid of it anyway.The bags were ripped and rubbish was ending up all over the place,As much as i want to leave it there out or principle i don't want rubbish and smell around my house.

    You can see now why they get away with it and people don't report it.I either wait with rubbish outside the house for nearly a week and the litter warden might be able to fine them or get rid of it myself and nothing is said to them.I was told first by the warden they don,t remove rubbish off private property it has to be on the road or path.So i told them i moved it onto the path for them.

    Littering is a civil offence, unfortunately it's not a Garda matter. Only the litter warden can do something about it. But each incident should be reported, be it 10 bags or a single nappy.

    As for the trespassing, was the bin outside your house/wall or inside? ie: when you leave it out for the truck to collect was it on the footpath? That's public property so no trespassing there.

    And for the Gardai to move travellers on, for a public place they need a removal order (i think that's what it's called) from the local council area, or a statement of complaint from the owner if private. And the order has to specify a max amount of time they have to move. Crazy, i know, but thats the law when it comes to travellers...

    As for the trespassing, was the bin outside your house/wall or inside? ie: when you leave it out for the truck to collect was it on the footpath? That's public property so no trespassing there.

    It was just in off the footpath but i never mentioned trespassing on my property.They were emptying their dog crates in one of the neighbours garden so it would be up to them to complain about the trespassing.A camera was put up facing the caravans along with a sign down the road about illegal dumping
    and CCTV monitoring the area so hopefully they won't like being filmed 24/7 and head off

    I was wondering what the attraction in Ferrybank was, I heard today that one of the Children is going to the girls school in Ferrybank so unfortunately they won't be moving far when they do leave the Rockshire Road.

    Another one of their kids is in the creche in belfield so im sure they wont go far unfortunately.But i dont see them staying where their is cameras on them either so im sure they will go from here soon.

    An other guy told me today that somebody passes the caravans at 5:30am every morning and blows the horn for about 10 seconds obviously to wake them up but he said he's also waking him and half the neighbours :P

    +1 on the slurry pump solution, we had an issue with them near where I live years ago, after a week or so the locals were so sick of their shìte and carry one that 4 or 5 angry local farmers blocked in where they had "located" with rather large boulders and turned their slurry pumps on them. The next morning the farmers removed the boulders and by noon they were gone, haven't seen one of their type in the village since. :D

    Point a camera / phone at one of those boys while in full flow and prepare to lose the phone and maybe a few teeth (at best), not a good idea to take that course of action.

    There is a camera gone up on the pole literally beside their caravan so if they do decide to do anything anti-social they will be seen straight away
