    (4 x 5) + 2 cubed (which would be a lil' 3) = 28.

    It's incredibly simple.
    You don't need to Square anything.

    Purely use addition multiplication and subtraction.

    Take the diagonal part of the number 4 away and it becomes a plus sign.

    Then you don't even have to change the order of the numbers or do anything else and it's right.

    2 3 + 5 = 28

    Edit: I presume it's a lower bound on the maximum number of necessary weighings to determine which ball is of a different weight that you are looking for.
