Dongle and 3g router or Hotshot

Hi guys, Looking to get mobile broadband in for a relation. He is a student so can avail of O2's 9.99pm deal. I was wondering if the Hotshot router is any good or would an 02 dongle and seperate TP-Link router be a better option . Cost wise both options are roughly the same . Many thanks
