Irish Sports Council Carded Athletes 2013

    OK I've been scratching my head over this for a few days and thought I'd throw it open to the wiser heads here.

    The Irish Sports Council released their Athlete Investment for 2013.

    Now I don't want to kick off a "X deserves more" or "Y shouldn't have got the same as Z" kinda war here but I was wondering if someone could explain how the categories (Podium, World Class and International) are determined.

    So it seems to be the following:

    Podium => €40000
    World Class => $20000
    International => €12000

    Which is all fine. But I am wondering how it is determined.

    Example

    Fionnuala Britton has won back to back individual European Cross Country Gold medals as well as a Team Gold. So that's 2 Golds in 2012. And she also won Bronze earlier in 2013 in the European Indoor 3000m. However she is classed as World Class rather than Podium. => 20K

    Rob Heffernan (and again, let me stress, I'm not saying he doesn't deserve cash, the guy is a legend) placed 9th and 4th in the Olympics last year. He is classed as Podium. => 40K.

    So is it just that the Olympics outranks the Europeans?

    Or are other things taken into account (e.g. the fact that Rob is destroying national records as he goes)?
