    are these http://www.aldi.ie/ie/html/offers/special_buys3_25698.htm
suitable for taking body measurements to determine BF%?

Probably a bit on the uncomfortable side.

are they a cheaper alternative to the calipers usually used?

I wouldn't say so. Skin fold calipers generally have a method of ensuring the pressure of the caliper is consistent which is extremely important (fat is squishy so you could get a reading of 5mm or 10mm depending on how much pressure is being used to close the teeth).

No. That's an vernier calipers. Used in science and engineering, not skin fold measurements.
