right this has probably been done to death but....

When trying to bulk i.e. eat more calories than you burn while lifting heavy ( is my understanding ) is cardio a bad thing ? as surely it means you need to consume even more cals or in other words "Wasting" some of the cals you have consumed.

What's the purpose of the cardio?

well - 1 to maintain a level of 'cardio' fitness, and 2 to make sure I don't put on too much fat.

To maintain your fitness is fine, but if you're eating a calorie surplus (i.e. the only way to bulk) you're going to put on fat regardless of how much cardio you do. You could put on less fat by simply eating less of a surplus, but that would probably negatively effect your muscle growth

So does doing cardio mean "negatively effect your muscle growth" because my surplus would be less ?

I am guessing the answer is yes

Not directly, (unless you overwork your muscles or something) but if you do cardio and don't replace those calories, then your body has less calories to put into muscle growth. If you're eating a big calorie surplus (1000+ calories) this won't really be a problem but if you're clean bulking and eating say 500 calorie surplus then do cardio and burn 200 calories it will affect your muscle growth, not really in a negative way but in a less positive way

There might be a pro cardio argument to make... What if HIIT was used, is insulin sensitivity improved, meaning more nutrients to the cells and more muscle growth? Assuming sufficient kcals, and that the cardio doesn't impact recovery.

Another pro cardio argument to make.... would be if there's always good looking women in your gym using the threadmills, it could then prove to be very beneficial :D

Would that be done before or after the weight workout?

    IMO after weights.

I'd be too knackered after a HITT session to do a decent weight workout.

6am in the morning 3x per week alternating on/off with workout days (I just made that up).

If I was going to do it, I'd probably do 3x lifting days, 2x interval/EDT days. I'm just playing devils advocate.
