What are you filling ? if it's fiberglass I would go with epoxy mixed with microballoons or if you are doing gelcoat use plastic padding, depending on what you are filling there are different ways that you can minimise your sanding.

I am wanting to repaint a small boat (fibreglass) that someone attempted before. In their eagerness the body is all humps and hollows , so I want to fair out the body then repaint.

A good orbital sander should sort that out and as your going to paint it go with the microballoons you can mix it as thick or thin as you like and spread it over any holes with a squeeze, if you have any big holes you might have to build them up with fiberglass cloth first.

I had a few screw holes to fill in my boat :D

Microballons and epoxy, 407 is low density so it's not too bad to sand. Here is a little video on mixing it. http://www.jamestowndistributors.com/userportal/show_product.do?pid=2039
