question about visiting websites, IP and privacy

    Hello,

    when visiting websites, I understand you can cloak or change your IP address via some masking service, but can + how does a website still detect you are a repeat visitor? is this done by the website having some security software in it so it can detect your computers ID or something ?

    how is this preventable?
