lose weight everywhere - it cannot be done from spots ( at least you dont get to choose the spots )
squats - more muscle = less fat

Spot reduction is impossible. But along with a calorie controlled diet, squats, deadlifts, lunges, russian step ups, single leg squats, swiss ball leg curls, reverse leg curls can help. Legs are difficult to train and because they are such a big powerful group of muscles you have to go way beyond what feels comfortable to train them. One of the benefits of training legs is that is works your core a lot too and IMHO has a certain cardio component especially with single legs exercises.

wear cycling shorts or similar to avoid chaffing.
Chaffing happens regardless of big / muscular or thin legs.
I work with two guys who run and do triathlon and they chaf too - they're built like matchsticks,

I however have thick legs and I don't chaff - the benefits of a john wayne gait.
