If you can get the spring back into the housing "make sure it's not overlapping" then take off the pull handle and pass the rope through the hole and wind the plate till you have enough tension then pass the rope back through the hole and attach the handle.

the spring is wound back into the housing but i can't get it to attach to the pulley that sits on top without it uncurling due to all the tension on it.

There has to be a knack to it that i just can't seem to get.

    well I eventually got it.

So if anyone needs to know for future reference what I did was.

Coiled the spring in the alu housing, now the spring was twisted and bent in the wrong direction at the other end ( my fault i think)and this is what threw me. Once i discovered this, I coiled all the spring into the housing and bent the end of it towards the middle. I then positioned it so the pin on the top half (pulley half) would line up. I then put it all back together and wound it ANTI-clockwise (do not go clockwise as the spring will bend out of shape and won't work that way). Once wound 3 times i then secured it with a vice grips.
Then i had to insert the rope back in (guess how long it took for me to figure this out..... hrs...). once the rope is in carefully remove the vice grips and let it wind the rope in making sure that it winds along the top half correctly.

then re-attach the pull start and presto you're back in action.
