Links are the most important, Government sites (local councils,bordbia etc), Education sites like ITs & Universitys are the best ones to have, Some directories like DMOZ and Yahoo dir. Also guest blogging is a great way to get good links.
50 good links are better than 500 ok or bad ones.

Have you added your business to Google Local Business, they allow you to add up to 5 categories, these are directly linked to Google Searches, so I suggest you research keywords (categories) using Google Keyword Tool and add in the local keywords, for example if you are selling Carpets in Dublin, if you are listed in Google Local Business and categorise yourself with Carpets, your site should appear in searches in that area, it's very powerful these days as Google Local Business is merged Google Organic searches.
