I usually go to the gym before lunch and I'm concerned that I'm not getting enough carbs into me before hand.

My daily diet, routine looks something like this.
    • 0400 Protein Shake.
    • 0600 Breakfast - Cereal (wheat or muti-grain based), yogurt, nuts.
    • 1000 Snack - Cereal, same as above.
    • 1100 Gym for an hour.
    • 1200 Protein shake.
    • 1300 Lunch - Large tuna salad with potatoes.
    • 1730 Dinner - Usually chicken, fish or steak.

I'm following a paleo diet so this may not be the most relevant answer to your question.
By the looks of it (I'm assuming you want to gain weight, hence carbs) you need more calories. I'd increase your intake of oils - lots of olive oil on the salad, eat an avocado once a day, and half a 100g bar of 85% dark chocolate. That should = about 20% more calories a day. Carbs are essentially sugar that the body turns to fat if not used.

Whats your stats? Goals? Gain, cut, drop body fat %?? Not much to go on unless we have these.

Do you know how many cals you're consuming? How's your progress going? You may have to increase cals

It looks like little - more protein and fats .You could Ditch the cereal - maybe eggs and porridge. Get in some fats with your late meal. Actually, this is very low fat.

Iv seen you post in Fitness before, so hopefully your program is goal orientated and up to scratch?

I'm stagnating around 13 stone at the minute.
I previously tried over-eating and did make some gains but also started to put on excess fat.
I wouldn't have a clue how many cals I'm consuming.

I'd imagine that my protein intake is high enough.
I take 75g of Whey every day and eat quite a lot of tuna and chicken as well as various other sources of protein.
