Um - why not try one of the hire centers?
I know Greystones Hire at the Meridian center have a grind wheel - Stephen there has been in the business years so doubtless will have been asked to sharpen axes. If unsure maybe just ring them - no in the golden pages.
Handy to grab a coffee while you wait - as others here know I use any excuse to goto Della Stell for a coffee
