Weight Training Questions....

I've been working out since early January. I ride my bicycle to work so I'm mostly looking to work my upper body. But I have some questions about the best way to do it.

I've noticed a lot of people using the shrug/curl cage in my gym, but sometimes I'm pressed for time. Is it okay to do shoulder shrugs/curls outside of the cage? I'm not sure if using a shorter bar would impact the muscle development.

Money is also tight for me right now; so I'm not sure if I should invest in fitness clothing. I've noticed a lot of very short shorts on the men at the gym. Is there an advantage to them? Since I'm mostly looking to work my arms, I thought I'd be okay without them - but I'm more concerned about the cool weight lifting gloves I've seen people wearing. I think they are Shrug Gloves, but I'm not sure. Whenever I see someone shrugging in the shrug cage, they seem to have them. Do you need them to get stronger?

Thanks in advance for any advice you have.

witout the shrug gloves and short shorts you wont be allowed near the shrug/curl cage and dont even think of trying to get stronger without them!
