spraying weeds and fertiliser

Looking for advice on the best fertiliser to use on grass, I don't want an explosion of grazing would prefer a continuous growth throughtout the summer, anybody got any ideas ? Also whens the earliest I can spray grass for thistles, ragworth etc....need to get on top of it this year :)
