Sit down kids and let me tell you a story. A long time ago there was a little forum called After Hours. One day a person inquired how to become a moderator. A friendly boardsie called Amp explained all the rules on how to become a moderator.

I forget the rest, but it somehow streamlined into the first person to say Amp Test when a mod spot opened or was requested believed they would get the spot.
