I've recently heard there is a government supplment for the purchase of baby items like carriages, cribs. Is this true? Only for people with Medical Cards?

    Contact your local CWO.

There is not but there is such a thing as an exceptional needs payment which the CWO may grant to help with the initial costs of a baby.
adverts.ie frequently has baby stuff and reasonable prices and in some cases for free.
