Garda - Code of Conduct (ombudsman)

    query for those on here with some knowledge.

    a garda uses his power to pull over a person for what seems is a personal disagreement. (unmarked, unidentified, seemignly off duty garda drives agressively and is unhappy with response from other driver)
    pulls other driver over, identifies self as garda
    makes vague threat "you will be hearing from me later" nothing mentioned in terms of what law is broken etc.

    garda is not heard from later but transpires that garda has identified other parties place of work and attends in person the next day (identifying self as member) to make a complaint about said person. (person not working or on work premises or in work vehicle at time of disagreement etc)

    could anyone confirm if this is a breach of garda code of conduct (as described and relayed to me by 3rd party)
    as its from a 3rd party there may be some innaccuracies in my retelling so please feel free to explain variations on the scenario where the garda is in the right

    As per our charter we do not discuss internal documents which are not released to the general public.

    * Codes of Conduct
    * Codes of Ethics
    * Circulars
    * Standing Orders
    * Internal memorandums
    * Any other form of confidential communication from employer to employee that is not for the general public's eyes.
    * Linking to media articles is fine, but please do not comment if they claim they are quoting any of the above. The media are only too happy to have their claims verified or corrected by serving Emergency Services Personnel.
