Grisellinia and Fuchsia dying

These aren't my plants, so its not actually a problem for me, but I'm curious. I've seen several Grisellinia hedges recently, as front garden hedges in housing estates, where the whole thing seems to have died off. Also today I saw some Fuchsia with a similar problem, in a situation where it seems unlikely that anyone…

I've seen several Grisellinia hedges recently, as front garden hedges in housing estates, where the whole thing seems to have died off. Also today I saw some Fuchsia with a similar problem, in a situation where it seems unlikely that anyone would have weedkillered it.

Anybody else notice this, or have any explanations ?

griselinia was hard hit by the cold weather. i've seen more dead griselinia than live stuff.
