Rad Thermostat on 5, but radiator lukewarm

Advice please.
My house had gas central heating (combi boiler).
All the radiators are working fine except the one in the lounge which is luke warm even though it's at it's highest setting.
I've bled the radiator and water spurted right out so there's no air pocket. There's a radiator on the other side of the wall (in the kitchen) and that's piping hot.
So I'm stumped as to why the one in the lounge is only lukewarm.
If this helps, it's more lukewarm at the bottom of the radiator and hotter at the top.
I'd be grateful for any advice.
I've attached a photo of the rad thermostat in case that helps.

Has it always been like this or is it a recent event? Try taking the head of the valve, it twists off using the big silver ring underneath the whight controller. See if this makes any differance.

As the weather warms up you do get times that 1 radiator will be able to heat the room and that can prevent the other rad from coming on full.

Is the room warm ??

I don't think this is the problem as it's only a recent problem, for the last 4 years if both radiators are set to 5 they've both been at their hottest - no matter what the external temp of the room is..and no the room wasn't warm last night.

Take the head off as Johnniek suggests and see if the pin is stuck in the valve.
