    Is there anything I can buy to regularly measure my %body fat?
    What do people who lift weights do to get under 10%, just eat well and do some cardio?

    Calipers. Can be wildly inaccurate, but once you're consistent with your method and formula it should give you a decent relative measurement. Do a search for "calipers" on this board and you'll get a lot more detail than I know.

    What do people who lift weights do to get under 10%, just eat well and do some cardio?
    Usually first they built a bit of muscle, then they cut. Cutting involves a large calorie deficit with a lot of protein (~1g -> 1.5g per lb of bodyweight per day).

    Some also take a CKD (cyclic ketogenic diet) approach in which you refeed/carb-load... google Lyle McDonald UD2.0 for an example of that. Others do IF (intermittent fasting), and others again combine all of the above... e.g. http://www.leangains.com (free blog)

    Spend a long time getting strong, get fit and eat less kcals than you expend for a period of time to get bodyfat down.
