Challanging a declaration of not having intermeddled in an estate

Am told that an executor can renounce from the role of executor by signing some papers that are lodged with the High Court which includes a declaration of no intermeddling in the estate.

My question is: where can I find out who can challenge this declaration?
    Thanks
