    Cameron's Plan For No-Fly Zone Over Libya

    Prime Minister David Cameron has said he is working on plans for a no-fly zone over Libya as pressure mounts on Colonel Muammar Gaddafi to quit.

    In a statement to the House of Commons, Mr Cameron also said he has not ruled out the use of military action.

    He said: "We will not rule out military assets. We will not tolerate this regime using military force against its own people. This is an illegitimate regime which has lost the support of its people.

    "To that end, I have asked the Ministry of Defence to look into the no-fly zone.

    "Our message to Colonel Gaddafi is simple: go now."

    Sources to the UN also indicated that the UK mission to the UN would begin discussions with other member states about the feasibilty of a further Security Council resolution on a no-fly zone.

    Earlier, around 50 British nationals on board the HMS Cumberland, which left the second city of Benghazi with 200 evacuees, arrived in the Maltese city of Valletta.

    Sky correspondent Amanda Walker, in Valletta, said: "Malta has been an evacuation house and continues to be so.

    "There were around 200 people of mixed nationalities on board the HMS Cumberland, and about 50 of those were British.

    "After leaving the vessel, they will head to a hotel and fly back to the UK or whatever countries they come from."

    Later today, a further British military aircraft will arrive in the capital Tripoli to fly out more British nationals.

    Mr Cameron said around 600 British nationals who have wanted to leave Libya have now departed.

    He said the evacuations have centred on three locations - Tripoli airport, the port at Benghazi and the desert oil fields.

    "At Tripoli airport, a series of six aircraft organised by the Foreign Office and an RAF C130 Hercules flight have brought out more than 380 British nationals and a similar number of foreign citizens," he said.

    "At Benghazi, HMS Cumberland has carried out two evacuations from the port, taking out 119 British nationals and 303 foreign citizens.

    "The first of these evacuations took place in very difficult sea conditions. The second arrived in Malta earlier today."

    Foreign Secretary William Hague warned Col Gaddafi to expect international intervention for violating human rights.

    Speaking at the UN Human Rights Council in Geneva, he said: "It is a moment of great opportunity in the Middle East. If change and development can be achieved peacefully, it will be the greatest advance in world affairs since Central and Eastern Europe changed so dramatically 20 years ago and many of their countries entered the European Union.

    "If instead violence takes hold, the risks for human rights and international security will be grave."

    He added: "Respect for human rights rests on foundations that have to be built over time: strong institutions, responsible and accountable government, a free press, the rule of law, and equal rights for men and women.

    "The UK stands ready to lend its support and expertise to those countries looking to develop in this way."

    It would appear that Barak Obama seems to be keeping cool on this. He reckons this ban would be very dificult to enforce. He thinks Libyan anti aircraft defences would need to be taken out first. He seems very concerned on the possibility off loss of life his forces could encounter. I suppose the US forces are pretty stretched with other commitments and the attitude of some 'rebels' who reckon they can handle this themselves and do not want foreign intervetion. Perhaps I should use 'western' rather than 'foreign' intervention?

    If the USA went gung ho with this there would be people shouting and screaming that they are only doing it for oil. What Obama is doing seems pretty smart to me, they will end up getting involved (along with a lot of other nations) but they can't be seen as leading the charge.

    Me wonders how many US carriers are within 500nm of Libya right now. At least one, anyway, I'd say.

    At least with this conflict the EU getting involved is not a huge injustice - we are the nearest organised power that has a functional and democratic government/governments. As opposed to the US and Iraq, which are nowhere near each other for example.

    Whatever about Trapani, I'm not sure how much use the other two are. Sigonella would make even more sense.

    Obama (and everyone else) is on a tightrope between protecting Libyans who are being attacked by their own government, and being accused of interferring in another country's internal politics. The fact that Gaddafi's opposition doesn't have a centralised leadership yet probably complicates this even further.

    I like the show-of-force idea - just wait offshore as a warning of what could happen if Gaddafi doesn't go, rather than going in gung-ho.

    Libya's Gaddafi given ultimatum

    The ceasefire announced by Col Gaddafi is highly unlikely to halt the military planning which is going on.

    The pressure from the UN may have worked in the short term, but France, the UK and others will need reassurance that this is more than a delaying tactic from the Libyan leader.

    The United Nations backed "all necessary measures", short of using ground forces, to protect the civilian population in Libya.

    It's a far more wide-ranging resolution than some had anticipated, and one which gives a "coalition of the willing" carte blanche to take on not only Col Gaddafi's air defences and air force, but also his ground forces if they were to continue to threaten civilians.

    'A military lead'

    Those countries taking part in the coalition still need to decide who leads this mission, and what action they will take if the ceasefire breaks down.

    It is not yet clear who the commander of the operation will be, where it will be headquartered and what Nato assets might be used.

    The fact that the British Prime Minister is going to France on Saturday could be an indication that, having taken the diplomatic lead on recognising the rebels, France is also keen to take a military lead.

    That meeting will be a chance to discuss what happens next, and how the pressure can be kept up to ensure the ceasefire holds.

    According to David Cameron, Britain will deploy Tornados and Typhoon aircraft, as well as air-to-air refuelling and surveillance aircraft.

    He told Parliament on Friday that preparations to deploy those aircraft had already started, and that in the coming hours they would move to airbases from where they could start to take the necessary action.

    The Tornado GR4, equipped with precision weapons, is among the first assets the UK could use to defend a no-fly zone to protect Libyan civilians from action by forces loyal to Col Gaddafi.

    The planes are stationed at RAF Marham in Norfolk and RAF Lossiemouth in Moray, though it is not yet clear which military base they would ultimately fly from. The options include bases in southern France, southern Italy or RAF Akrotiri in Cyprus.

    GR4s are ground attack aircraft, so could be used either to remove Libya's air defences if that were still deemed to be necessary, or to protect civilians from the ground forces which currently pose the main threat.

    Potential targets

    Typhoons, based at RAF Coningsby in Lincolnshire and RAF Leuchars in Fife, would be likely to be used in an air-to-air role if Col Gaddafi's air force challenged the no-fly zone.

    VC10 tankers could perform refuelling and Nimrod R1 and Sentinel R1 are also likely to be involved in surveillance and reconnaissance.

    Those performing the missions in the air will also need good intelligence from the ground, whether that is from rebel forces or foreign special forces based in Libya, not least to ensure that there are no civilians in or near potential targets.

    Civilian casualties are one of the main risks of such an air operation if Libyan troops were to move closer to the city.

    In effect, there are two air missions to be carried out: one to establish a round-the-clock no-fly zone, and the other to prevent Libyan forces bombarding or approaching Benghazi if the ceasefire fails.

    Both operations might require the destruction of some of the Libyan government's air defences, although it is not yet clear whether this would be done at the start of any operation, or only if and when coalition aircraft are engaged by Libyan government radars.

    French and British aircraft are certain to be involved in policing the no-fly zone, though Paris and London will be keen for Arab air force involvement as well, even if mainly in support roles. It's thought Qatar and the UAE are the most likely to join the coalition.

    The goal of the UN resolution was to get a ceasefire and halt the fighting, so the shock effect seems to have worked - for now, at least. It has demonstrated to Col Gaddafi and his forces that the outside world is serious about preventing harm to Libyan civilians.

    This crisis in Libya and recent events across the Middle East may well help the RAF, which had to fight its corner in the British government's strategic defence and security review in October, and is currently doing so again, with further MoD cuts apparently needing to be made for 2011-12.

    The RAF had feared losing more of its Tornado GR4 fleet in order to save up to £300m a year, and may now be able to argue a stronger case for keeping them on.

    Nimrod R1s are also showing how crucial they are in a reconnaissance role, while the Sentinel R1 - scheduled to be scrapped by early 2015 in the review, once their role in Afghanistan is finished - is also again proving its worth.

    Many in defence have already expressed their regret about the loss of HMS Ark Royal and the Harriers.

    Some will now be wondering whether the Libya crisis could call more of the strategic defence and security review's conclusions into question, and perhaps even prompt a fresh look at the UK's military assets.

    Some analysts question whether a government wishing to take a leading role on the world stage can afford to lose yet more military capability and personnel at a time when world events are proving more unpredictable than ever.

    I was at Prestwick earlier today to drop someone off at the Airport. Seen some military jets (I think Canadian) that were probably coming in for this UN resolution. Stupidly I did not bring my camera.

    Thats a spectacular shot......and looks like the pilot ejected.

    Didn't realise the rebels had air power. While I realise that some Libyan military have joined them I hadn't read anything about them using aircraft. I assumed that was why the rebels were calling for a No-Fly zone.

    I would assume that the UN resolution also covers armed choppers....post Desert Storm, Saddam was able to use these to attack the Kurds even with the No Fly resolution.

    They hold some Air bases and Aircraft. Yes the Pilot did eject.

    The Lockheed EC-130 is a modified C-130 Hercules used to conduct psychological operations (PSYOP) and civil affairs broadcast missions in the standard AM, FM, HF, TV and military communications bands. Missions are flown at the maximum altitudes possible to ensure optimum propagation patterns. The EC-130 flies during either day or night scenarios with equal success, and is air-refuelable. A typical mission consists of a single-ship orbit which is offset from the desired target audience. The targets may be either military or civilian personnel. The Commando Solo is operated exclusively by the 193d Special Operations Wing, which is based at the Harrisburg International Airport in Middletown, Pennsylvania.

    Yes that is exactly what it means it also means they are handed back to Civil ATC from an AWACS.
