I installed Windows 7 on my computer and now I can't do the irish fadas. I used to use Alt Gr and the vowel but it doesn't work with Windows 7. Does anyone know how to do it?

Since you have it set to English (Ireland) that is very weird. It definitely does work under Windows 7 - I'm using it myself. The only other thing you could try is the character map.

    á is Alt+0225, é is Alt+0233, í is Alt+0237, ó is Alt+0243, ú is Alt+0250.

Is your keyboard set to Irish ?

Note, mine is set to US on this PC, as it's a US keyboard, and I can't use AltGr or Ctrl-Alt and the letter to get it. If I switch to Irish, then I can. Does your Euro symbol work?
