What is this simple effect called and how do I do it?

    I'm talking about this shading(?) effect where the circles get smaller as they get farther out. Its something I regularly notice but never really had a look at how to do it. I would google it but I don't know what the name of the technique is.

    Halftone. Used in printing. There's even a photoshop filter for it. Google should have hundreds of tutorials.
