Im sure it would be, you would be driving "without due care and attention" and could be prosecuted under the Road Traffic Act 1961 for careless driving (section 52) or worse dangerous driving (Section 53). Which would lead to points a fine and possibly a ban.

just make sure you are doing it with your hand down your pants and that they are baggy pants. Last thinkg u want in event of accident is emergency workers cutting you out of your car with your chopper hanging outside your pants.
