Windows 7 professional upgrade question

    I don't know if this is a stupid question to ask but I was thinking of buying this edition of windows for my vista laptop. I want to start fresh with a clean installation but in the description down the page says;
    This version of Windows 7 ships as an upgrade edition. It is NOT possible or permitted to perform a clean install with this product. You must have an existing valid Windows operating system on your hard disk.

    Does this just mean there has to be windows on the hard disk already or does it mean that you can only use the upgrade option and not a fresh installation?

    I'm sketchy on the details. I know for a fact I have been able to do a Fresh post-wipe install from a Home Premium upgrade disc - but you also have to figure that the laptop already had Vista, had already been Activated with vista on it, and that I have *no* idea how Microsoft tracks those activations and using what data. You could just as easilly say they had my laptop/motherboard ID on record with Vista and OK'd my fresh install with that in mind when I went to go activate 7.
