I am looking around for a QoS tool for a cisco switch, does anyone know any open source / Cheap apps that could manage QoS.

Wouldn't say cisco switches do QoS - much more likely a router would. WHat model have you got?

What sort of traffic are you trying to QoS - prioritise certain traffic between the internet and your LAN?

It may be easier to use the IOS to setup QoS, or you could look at http://www.cisco.com/en/US/products/ps9422/index.html
