Right Click on Laptop Not responding

Can anyone help me. I have a dell laptop and this morning when I went to press the control panel button the icon would appear to load but it would not appear. I am trying to revert to classic windows screen instead of vista as I think I changed it when I stopped different processes in the task manager.
