Upgrading to the iPhone 4 early on 3?

Hi guys I'm currently 3 months into my contract on 3 on the lowest tariff, but I really wanna get the iPhone 4 and upgrade my tariff. Does anyone know if this is possible, and would I be penalized despite taking the massive upgrade to the iPhone tariff? Thanks :)
