People who take a UCAS offer instead, or defer, or have changed their mind about their course and reject outright, or don't get their first preference and decide to repeat and try again, etc. etc.

Remember most people get 2 offers (Level 8 and Level 6/7) and *usually* prefer their Level 8 offer, so there are always a lot of further offers at Level 6/7 in Round 2, for those hoping for an offer at that level.

When the points were leaked last year they were proven by a photo - quality doesn't matter when you're desperate/impatient. :pac:
