Windows Server 03/08 as Stratum 1 NTP Server

    We have a requirement for testing where clients will only accept NTP time packets from a Stratum 1 source.

    For our testing, we don't actually care whether the source is a stratum 1 or not (ie the time provided doesn't have to be accurate), it just has to declare itself as being stratum 1.

    Is this possible through Windows Server 2003 or 2008 for it to declare itself as a stratum 1 source, even though it wouldn't be connected to a stratum 0 source?.
