you should stop reading srk strategies and give other things a try.

i just thought it was funny, turtling was such a 'bad' and frowned upon tactic in SF3 because that game was so rush down/fast paced [like a real game should be] where as here , it doesnt matter.

i used to, for sf3, but i havent checked since sf4, too much out there.

To be fair to Seth, as the PR guy, what he was saying was probably true at one (many?) point(s) in development, but the gradual process of internal balancing outpaced what info he received about it.
