and one know the dfference between a HGV (Heavy goods) and HCV (heavy commercial), is any thing defined in the roads traffic act or EU legislation?.

As far as I'm aware, there is no difference. The use of "HCV" is to prevent the confusion that "LGV" has compared to LCV (light/large).
