Any way to speed up getting a PPS number?

I submitted the application form for my PPS number on the 27th last month, so now nearly 4 weeks has passed without any number being sent to me. Is there anything I can do to speed up the process? What is considered "acceptable" time to process this application? I'll have difficulties making my salary meet my living costs…

I'll have difficulties making my salary meet my living costs until I can get my taxes sorted, could I apply for social security until they sort out my tax rate? I would appreciate any help at all.
