    On a new build do you have to have solar panels and condensing boiler or is it optional?

    you need to provide 10kWh of heat energy per sq m of the house by means of renewable energy, or 4kWh of electrical energy per sq m.

    how you intend to do this is up to you. The most popular choice, and most cost effective method, is use of solar panels.
    with wood pellet boilers becoming more and more efficient, its my opinion that these will soon overtake solar panels as the most cost effective means of complying.

    BUT YOU MUST COMPLY, IT IS NOT OPTIONAL

    also, this is not SEI requirements, these are building regulations.

    also, condensing oil / gas boliers do not contribute towards this renewable requirement.
