    Should this be allowed/possible??

If I do a Google search for, say:

    "The Hill, Woodpark," site:eircomphonebook.ie
    "Trees Road" site:eircomphonebook.ie

I get a list of people living on that estate/road.

(The actual phone number seems to be displayed using Javascript, and doesn't seem to be indexed by the search engines, so I don't think I can do a reverse number lookup using Google.)
