    Hi, I have an image:

    sun1.jpg

But I would like to re-draw it to look something like this style:

    sun2.jpg

How would I go about this or what programs would I use to accomplish this?

I'd do it in inkscape, import the image, lock that layer, add a new layer on top and do all your drawing there, you can change the layer opacity to see through what you're drawing.

Remember you don't have to draw every ray separately, unless you want them all different, draw one section then copy/paste and rotate.
