On what basis do you arrive at this ?

In terms of raw body count Pol Pot was pretty much second division. Of course we could use other criteria besides sheer numbers dead but then it becomes pretty subjective

Yes, Hitler was an awful human being for killing all those jews and all the horrible things he did but he certainly did a lot of good for Germany in terms of employment opportunities, research, etc..you can't take that away from him.

There is a difference between great and good, don't forget that. Hitler did great things but that doesn't necessarily mean they were good.

He was a fantastic politician, schemer, public speaker, and leader.

At the same time he was a deluded man with evil ideas and a warped outlook.

His talents combined with his evil partially led to the events of the 1930s/1940s, and the social and economic situation in Germany at the time would have also contributed.
