Sideline rule for Hurling.

I have seen it in club games and now on the box over the weekend and I am slightly confused over the new rules for sidelines. I have checked the GAA website about the recent changes and there is one for the football sideline kick where the player has to be outside the pitch kicking. I cannot see anywhere in the new rules where the sidline cut in hurling has to be taken from off the pitch which is what I have witnessed over the weekend. I have seen some club hurlers going about a foot outside the pitch to place the ball. Surely the ball should be on the field of play when struck? I have heard that the change might be a directive that has been given down to referees. Can anyone clear this up for me?
