99% of the time yes.

My Xbox is plugged in while me and my gf's laptops are wireless.

Just in the interests of safety i.e. falling over the ethernet cable - there is nothing to prevent your flatmate adding wirless via either a usb dongle or a pcmcia or express wireless card depending on how old the laptop may be.
