Anyone who goes to this gym will be aware of the Blue 20kg plates that are generally stacked at the leg press. Do these make the bar too low for deadlifts? Ive seen what I think are bumper plates there recently, but theres only a few. what about the grey steel plates, are they close to olympic size?

The blue ones are the old 20's from Pinnacle, they're definitely a slightly smaller diameter than standard olympic plates.

The silver ones are pretty close.

Although I suppose if you're stuck you could always use the blue ones and just say you're doing deficit pulls!

450mm diameter is the proper size AFAIK, so the bar is about 8.5 inches off the ground.

Per Rubadub, 450mm is the "correct" olympic plate size. The Irish Lifting 20kg plates are a bit smaller, I know Mickk gave Podge some rubber mats to prop his up on for DLs to get them to the correct height.
