Maybe your router has assigned the same ip address to your pc and ps3. Is DHCP enabled in your riuter? If so, maybe try turn it off and manually assign each system an ip address.

My xbox live is up and running - no problems! My ps3 can only get Nat 3. However, when I turn off my PC and reboot my router, I get full functionality on PS3 i.e. it changes to NAT 2. The Router is a Zyxel 660 HW t1v2 and there does not appear to be IP conflict##
