    I believe you are generally correct, but it opens up a whole slew of other problems, such as making sure that the supply system has delivered the correct sort of round for the correct theatre, or worse, if you're involved in a war where you're fighting both a legitimate signatory to the Conventions, and unlawful combatants and so on. Much simpler to only issue universally legal stuff.

    yeah definitely, i heard something a while back about the Flechette rockets the (certainly British, maybe American?) Apaches are using, people said that firing supersonic steel darts at the enemy was illegal under something but the "not a legitimate army" claim was used and was successful AFAIK.

    Ignorance is a killer. If you treat guns in such a manner, and not expect to be harmed, then you should never be near a firearm of any description. It is very possible for a gun to go off if you drop it, or are rough with it. Expect that gun to go off if you drop it, or handle it wrong. Treat all guns like they are loaded etc etc. To say that a gun will never go off if you drop it is just stupid...
